A federal appeals court on Wednesday reversed a district court’s order and allowed President Trump to cut billions of foreign aid payments that Congress already approved. A three-judge panel on the DC Circuit Court of Appeals in a 2-1 ruling overruled a lower court’s order that blocked Trump from cutting billions of dollars to USAID.
