Law enforcement across mid-Missouri counties reported multiple arrests between September 4 and September 15, 2025. The following roundup is organized by county, with the most serious offenses listed first in each section.
Shelby County
Shohab S. Nazar, 22, of Saint Joseph, was arrested on September 15 at 7:26 p.m. Nazar faces several serious charges, including felony resisting arrest, driving while intoxicated, and speeding 121 mph in a 55 mph zone. He was released after the arrest.
Macon County
Chris W. Kendrick, 47, of Ethel, was arrested on September 4 at 10:25 p.m. Kendrick was charged as a chronic DWI offender and faces additional charges of driving while revoked, no insurance, and careless and imprudent driving resulting in a crash. He was released to medical staff at Samaritan Hospital.
Lonnie T. Fine, 39, of Atlanta, was taken into custody on September 13 at 8:18 p.m. on a felony charge of DWI resulting in serious physical injury. He was later released.
Trevor W. Cockrum, 34, of Macon, was arrested on September 14 at 11:10 a.m. and charged with misdemeanor DWI as a prior offender. He was released after the arrest.
Randolph County
Jared J. Hoard, 30, of Cairo, was arrested September 14 at 1:31 a.m. on two felony counts: probation violation and driving while revoked. He remains held at the Randolph County Jail on bondable charges.
Isaiah J. Meinen, 20, of Kirksville, was arrested on September 11 at 12:35 p.m. for DWI, failing to maintain the right half of the roadway, and following too closely. He was held on a 12-hour hold.
Pettis County
Alexander Lopez-Villarreal, 49, of Robstown, Texas, was arrested on September 6 at 1:30 p.m. He faces a felony warrant out of Nueces County, Texas, along with a charge of driving without a valid license. He remains in Pettis County Jail without bond.
Victor Gutsman, 29, of Sedalia, was arrested September 6 at 11:30 p.m. Gutsman was charged with DWI, felony leaving the scene, felony property damage, failure to maintain the right half of the roadway, and no insurance. He was later released from Pettis County Jail.
Clayton R. Schoneboom, 37, of Laddonia, was arrested September 13 at 9:04 p.m. on charges of DWI and careless and imprudent driving. He was released following his arrest.
Jeffery S. Ueligger, 44, of Sedalia, was arrested September 6 at 6:35 p.m. on charges of DWI and speeding. He was released after being held at Pettis County Jail.
Ray County
Tracy K. Humbert, 52, of Grand Rapids, Michigan, was arrested on September 9 at 11:00 p.m. Humbert faces felony charges for possession of a controlled substance and possession of drug paraphernalia. He was released from Ray County Jail.
Melissa Torres, 38, of Richmond, was arrested September 9 at 2:45 p.m. on charges of DWI, misdemeanor interfering with an arrest, and failing to maintain the right half of the roadway. She was released from Ray County Jail.
David J. Menth, 32, of Hardin, was arrested September 11 at 8:42 a.m. on charges of DWI (drug intoxication), no insurance, and failing to remain on the right half of the roadway. He was later released.
Boone County
Sarah V. Ukatish, 33, of Columbia, was arrested September 6 at 5:30 p.m. She faces a misdemeanor warrant for failure to appear on a no valid operator’s license case in southern Boone County, as well as charges of driving while revoked. She remains bondable at Boone County Jail.
Lisa N. Cottrell, 31, of Columbia, was arrested September 14 at 10:39 a.m. and charged with fourth-degree domestic assault. She was released after the arrest.
Daisy Ibarra, 24, of Blytheville, Arkansas, was arrested September 6 at 9:40 p.m. on a charge of DWI. She was bondable from Boone County Jail.
Saline County
Zachary A. Pannell, 34, of Marshall, was arrested September 12 at 10:52 p.m. on charges of misdemeanor resisting, DWI, and failing to obey a lawful order. He was released following his arrest.
Brandon T. Griggs, 38, of Columbia, was arrested September 12 at 10:40 p.m. Griggs faces charges of DWI (drugs) and failure to drive on the right half of the roadway, which resulted in a crash. He was released from Fitzgibbon Hospital.
Howard County
Jeffrey P. Holman, 46, of Boonville, was arrested September 6 at 12:06 p.m. on a felony possession charge for methamphetamine. He is bondable at Howard County Jail.
Scott L. Chapman, 60, of Fayette, was arrested September 13 at 6:57 p.m. Chapman was charged with DWI and failure to drive on the right half of the roadway. He was released after being held at Howard County Jail.
Chariton County
Robert W. Walker, 67, of Mendon, was arrested on September 7 at 9:36 p.m. for DWI. He was later released from Chariton County Jail.
Livingston County
John A. First, 32, of Cameron, was arrested September 7 at 1:45 p.m. He was charged with a misdemeanor warrant for failure to register a motor vehicle in Carroll County and an additional count of failure to register. He remains bondable at Livingston County Jail.
