When you sit down with Will Perkins, Superintendent of Keytesville R-III School District, it’s immediately clear that he is an educator at heart—deeply invested in the success of his students and the well-being of the community. Over his 18-month tenure, Mr. Perkins has worked to build on the district’s strengths, ensuring students receive a high-quality education tailored to their individual needs.

One of the biggest challenges small districts face is how their performance is measured at the state level. The Missouri Department of Elementary and Secondary Education (DESE) publishes assessment scores each year, but for rural schools like Keytesville R-III, these statistics don’t always tell the full story. Because of low student enrollment—with only six students per teacher—a single student’s performance can have a dramatic effect on reported percentages. For instance, in a class of five students, if just one struggles in a subject, the data may indicate that 20% of students are underperforming, even though that only represents one individual.

Despite how these numbers may appear on paper, Keytesville R-III continues to exceed state benchmarks in multiple areas. In the district’s 2024 Missouri School Improvement Program (MSIP 6) Annual Performance Report, Keytesville R-III achieved:

  • 100% four-year graduation rate, ensuring students complete their education prepared for future success.
  • 98.3% in Continuous Improvement, reflecting the district’s ongoing efforts to enhance student learning and school performance.
  • High participation rates in core subjects, with 98.2% of students tested in English Language Arts and Math, ensuring accurate assessments of student progress.

Mr. Perkins is especially proud of the personalized learning experience that Keytesville R-III provides. “Our small size is an advantage because it allows us to give students more individualized attention,” he said. “Each student is more than just a number—we know them, their strengths, and how to help them succeed.”

Programs That Drive Success

Mr. Perkins stated, “We take great pride in our intervention strategies designed to give every student the opportunity to succeed. Among these initiatives is the Title I Program for Math and Reading, which provides targeted instructional support for students needing extra assistance. Through small-group and one-on-one instruction, teachers help students master subject material while building their confidence.”

In addition to Title 1, the district’s low student-to-teacher ratio (6:1) allows educators to closely monitor progress and adapt their teaching strategies for each student. This individualized approach is one of the district’s greatest strengths, ensuring that students don’t fall behind and that high-achieving students are continually challenged.

The district’s financial investment in education is also notable. With $24,121 spent per pupil, Keytesville R-III is well above the state average in ensuring students have access to quality resources, technology, and classroom materials.

Another positive indicator is the district’s teacher retention rate of 64.7% over three years, showing that Keytesville R-III is not only attracting talented educators but also keeping them in the community. The district’s average teacher salary of $43,210 reflects its commitment to maintaining strong leadership and instructional excellence.

“Beyond the regular classroom experience, teachers go above and beyond to support students through initiatives such as the after-school tutoring program, led by classroom teachers. Over the past 18 months, the district has worked extensively on curriculum development during professional development sessions to ensure alignment with Missouri state standards. This effort provides students with the best opportunities to improve academic performance”, said Mr. Perkins.

Over the past year, the district has reinstated high-quality training opportunities to ensure innovative, effective instruction. Additionally, the i-Ready assessment system has been implemented to better monitor student growth in relation to state standards. This tool allows teachers to identify areas of concern and tailor classroom instruction to meet student needs.

Expanding Opportunities for High School Students

Keytesville R-III provides students with diverse opportunities to explore potential career paths. In-house vocational programs such as Vo-Ag and Family and Consumer Sciences offer hands-on learning experiences, while additional career-focused options are available through the Carrollton Career and Technical Center.

Mr. Perkins states, “Starting in the 2024-2025 school year we have implemented the Flex Program, which caters to students preparing to enter the workforce. This program allows students to complete their required credits while gaining real-world experience through supervised job placements during part of the school day. Additionally, the district has introduced a comprehensive At-Risk Program to ensure that students who may be struggling academically receive the support they need to stay on track.”

A Strong Foundation in Early Learning

One of Keytesville R-III’s standout programs is its thriving preschool program, which has seen consistent growth over the past two years. With enrollment exceeding 20 students each year, the program provides early learning opportunities that help prepare children for kindergarten and lay a strong foundation for future academic success.

Technology will drive the future and Keytesville R-III is ensuring students are ready. The district is a 1:1 technology school, meaning each student has access to a Chromebook and a reliable network, enhancing hands-on learning opportunities. This initiative, along with others, has been generously supported by local donors, including the Finnell Trust, Ingram Trust, and Dr. Sally Hubbard Trust.

While test scores and data can sometimes paint an incomplete picture, Keytesville R-III’s performance metrics highlight a district that is thriving. Beyond just meeting state requirements, the district’s focus on student-centered learning, teacher retention, and targeted academic programs is ensuring long-term success.
