From high-speed chases to sobering drug busts, the Missouri State Highway Patrol has been hard at work keeping our roads and communities safe. This report, covering August 2 to August 8, 2025, shines a spotlight on arrests across area counties near Chariton County. From driving while intoxicated (DWI) to serious drug charges, these incidents underscore the ongoing battle for public safety in our region. All individuals listed are presumed innocent until proven guilty in a court of law.

Boone County Arrests

In Boone County, several individuals faced charges related to driving offenses and assault. On August 8, Chad R. Jacobs, 41, of Jefferson City, was arrested at 7:57 PM for three counts of fourth-degree assault on a special victim. He was released on summons. On August 7, Michael J. Voss, 44, also from Jefferson City, was arrested at 12:40 AM for DWI, exceeding the posted speed limit, and failing to drive on the right half of the roadway. Voss was held at MUPD and released. Additionally, Jessica L. Collins, 31, of Columbia, was arrested on August 5 at 12:31 AM for DWI and failing to drive on the right half of the roadway, and was released by MUPD. On August 2, Lucas D. Diggs, 23, from Jefferson City, faced charges of DWI, failing to stop at a stop line, and failing to affix plates. He was released on summons.

Ray County Drug and Traffic Violations

Ray County saw multiple arrests involving methamphetamine possession and traffic violations. On August 6, Margaret F. Stockton, 61, of Camden, was arrested at 2:57 PM for felony possession of methamphetamine, speeding, and unlawful possession of drug paraphernalia with a prior offense. She was held at Ray County Detention on a 24-hour hold. On August 5, Joseph D. Hughes, 54, of Kansas City, was arrested at 7:50 AM for possession of methamphetamine, unlawful possession of paraphernalia, failure to drive on the right half of the roadway resulting in an accident, and no insurance. He was held at Ray County Jail on a 24-hour hold. On August 4, Willard F. Ridenour, 53, of Richmond, faced similar charges, including felony possession of methamphetamine, possession of drug paraphernalia, and failure to drive on the right half of the roadway. He was released from Ray County Detention. On August 2, Joshua R. Acker, 39, of Excelsior Springs, was arrested at 9:51 AM for felony possession of methamphetamine and unlawful possession of drug paraphernalia, and was released.

Macon County Drug and Alcohol Charges

In Macon County, Tyler J. Smoot, 19, of Macon, was arrested on August 8 at 7:25 PM for possession of marijuana, possession of drug paraphernalia, minor in possession of alcohol, and speeding. He was released on summons. On August 3, Nana Kwadjo A. Oppong, 29, of Chicago, IL, was arrested at 1:40 PM for speeding and DWI (first offense). He was released from the Macon County Sheriff’s Office.

Saline County Felony Charges

Saline County reported two significant arrests. On August 8, Jacob N. Gustafson, 19, of Olathe, KS, was arrested at 12:33 AM for felony money laundering and held at Saline County Jail on a 24-hour hold. On August 2, Adam D. Jones, 46, of Kansas City, was arrested at 10:50 PM for felony driving while suspended and was released from Saline County Jail.

Randolph County DWI Incident

On August 6, Sarah D. Barrett, 40, of Moberly, was arrested at 9:48 PM in Randolph County for DWI, failure to maintain financial responsibility, and following too closely. She was held at Randolph County Jail on a 12-hour hold.

Pettis and Sullivan County Arrests

In Pettis County, Nicholas A. Turner, 37, of Sedalia, was arrested on August 2 at 6:30 PM for DWI (first offense) and released from Pettis County Jail. In Sullivan County, Raudel Alvarez, 43, of Pollock, was arrested on August 2 at 10:31 AM for operating a vehicle with no valid license (third offense) and was released.

Warsaw DWI Case

On August 2, Troy A. Lucas, 53, of Warsaw, was arrested in Boone County at 10:35 PM for DWI, driving without a valid license, and failing to yield at an intersection with no traffic control. He was released for medical treatment.

Public Safety and Law Enforcement
