Dugan was under federal investigation for allegedly helping an illegal alien avoid arrest by U.S. Immigration and Customs Enforcement officers at the courthouse. Chief Milwaukee County Circuit Judge Carl Ashley had sent email to fellow judges that agents with Immigration and Customs Enforcement (ICE) arrived at the Milwaukee County Courthouse on April 18 with an arrest warrant for Dugan.
