A man was detained Wednesday morning near the Capitol after police spotted a vehicle with a tricycle on its roof with a bow and arrow and empty holster inside near a security barrier located at 200 Pennsylvania Avenue, NW, according to reports. The man admitted to having guns in the car, according to a statement by Capitol Police.
