Unlike Manhattan and to a lesser extent Brooklyn, Staten Island is home to a much more traditional, slightly more conservative, blue-collar, working community. Most of the people who live there have no interest in the fantasy of free stuff that Mamdani is promising. Of course, this is unlikely to happen.
