This investigative result represents the first known debarment by the United States of a terrorist affiliated with a UN agency responsible for humanitarian assistance programming. In August 2024,  UNRWA admitted that nine of its staff members may have been involved in the heinous Hamas attack on Israel on October 7, 2023.
