Angela Lea “Angie” Lybarger, was born on May 13, 1981, in Waverly, a daughter of Mike Mills and Debbie Egan Mills, who reside in Marshall. Angie has been a resident of Marshall most of her life and graduated from Marshall High School in 1999.
Angie’s passion and calling to help people, especially those who were struggling in life, led to an extensive education. She received her bachelor’s degree in Psychology in 2005, and her bachelor’s degree in nursing in 2014, both from Missouri Valley College in Marshall. Angie has continued her education by earning her PMHNP (Psychiatric Mental Health Nurse Practitioner) from Walden University in 2018.
Her work in providing assistance and care for people began as a behavioral intervention specialist from August 2008 to May 2010, and worked as a therapeutic host parent for children’s homes. After returning to Marshall, she has worked at Fitzgibbon Hospital until June 2025, in the behavioral health unit as a nurse and nurse manager, as well as their PMHNP. In addition to her work at Fitzgibbon, she has also worked for Howerton Integrated Medical Center and most recently HCC Network.
Angie’s life has not just been her profession. Her family has been a passion for her as well. She was blessed with four children who she adored. On August 10, 2024, she married Toby Lybarger and brought to her life his two children.
Her family includes her parents, Mike and Debbie Mills of Marshall; her husband, Toby Lybarger of the home; her four children: Carter Woods (Emily Grass) of Warrensburg, Cooper Woods of Charleston, SC, Cole Woods of St. Paul, MN, and Emilyn Woods of Marshall; stepchildren, Taylor and Gavin Lybarger of Salisbury; three siblings: Steven Mills (Angela) of Marshall, Stacey King (Justin) of rural Sweet Springs, and Michael Mills Jr. (Amanda) of Springfield; a sister in love, Jenny Mills Gilmore of Marshall; her maternal grandmother, Donna Egan of Sedalia; two aunts, Kathi Smith of Sedalia, and Karla Egan (Ben Jones) of rural Marshall; as well as so many other family members and friends.
Those who have gone before include grandparents, George and Barbara Mills, Lewis Egan, Floyd “Tinker” and Oralane “Lanie” King.
While the calling that is placed on our life can be daunting, Angie has been a rock, foundation, and a person that has cared for others. She may not know all the lives that she has touched, but they will always remember her.
A gathering of family and friends will be held from 2:00 p.m. to 4:00 p.m. Saturday, February 14, 2026, at Campbell-Lewis Funeral Home in Marshall. If you would like to make a donation, you may make those checks to HCC Network with Angie Lybarger in the memo line. Those funds will be used to continue treatments instituted by Angie and future dedication of a treatment room in her name.
